Arizona does not set a statewide cap on private property tow rates. Cities set their own caps. Phoenix uses City Code 36-6. Scottsdale, Tempe, Mesa, Chandler, and Glendale each publish their own.

What the state covers (and does not)

  • ARS 9-499.05 sets the sign content a non consent tow lot must post. It does not set a price.
  • ARS 9-499.05 also says the city “may regulate the maximum rate.” The state leaves it to the city.
  • ARS 28-4836 sets the tower’s duties (one hour police notice, ACIC entry within three business days) and the class 1 misdemeanor penalty for failure.

What Phoenix caps (City Code 36-6)

  • $105 maximum for a non consent tow that reached storage.
  • $12 per day storage.
  • $20 maximum for on site release before the vehicle leaves the spot.
  • $40 maximum for release demanded mid tow.

What police impound fees look like

  • $150 state admin fee paid to Phoenix PD under ARS 28-3513 B.
  • $25 per day storage under ARS 28-3511.
  • Release at Phoenix PD Vehicle Impound Unit, 100 W. Washington St., (602) 495-2096.

What to ask before you sign

  • Ask for the city code the operator is charging under. A Phoenix lot should reference City Code 36-6.
  • Ask for the tow receipt showing the line items. State law and city code set the ceilings.
