Phoenix property owners and landlords can have a vehicle towed from their private property, but the path is set by state law and city code. The property owner does not do the tow themselves. A licensed tower does it.
Step 1: Post a compliant sign (ARS 9-499.05)
- The sign must be “clearly visible and readable from any point in the lot” and at each entrance.
- It must state the parking restrictions, the disposition, the maximum cost, and a phone and address to locate the vehicle.
- Arizona does not set a statewide sign size. A city may set one by ordinance.
Step 2: Call a licensed tower
- The tower must hold a valid state license and city business license.
- Confirm the tower will follow ARS 28-4836: one hour police notice and ACIC entry within three business days.
- The tower charges under Phoenix City Code 36-6 caps ($105 tow, $12 per day, $20 on site, $40 mid tow).
Step 3: The tower notifies police (ARS 28-4836)
- The tower phones police within one hour of the tow.
- The agency enters the tow in ACIC within three business days.
- Failure forfeits all charges and is a class 1 misdemeanor.
What you cannot do
- Block the car in. Do not chain it, box it in, or damage it. That is a self help trespass, not a tow.
- Threaten the driver. Police handle that.
- Hold personal property as leverage for payment of any kind.

Frequently asked questions
Can I just block the car in my lot until the owner shows up?
No. Blocking a car in or chaining it to a fixed object is not a legal tow. Use the ARS 9-499.05 sign process and a licensed tower.
What does the sign have to say?
The parking restrictions, what happens to vehicles in violation, the maximum cost to the owner, and a phone and address where the owner can locate the vehicle. ARS 9-499.05 B.
Does the tower call the police?
Yes, within one hour under ARS 28-4836 A. The agency then enters the tow in ACIC within three business days.
Can I charge the owner for storage?
Yes, under Phoenix City Code 36-6, capped at $12 per day. The tower cannot charge above the cap.
What if the owner says they will move the car?
Document the conversation. If they leave, the sign still supports a future tow. ARS 9-499.05 does not require a warning each time.
